Digital Accessibility Statement

District of Columbia Housing Authority (DCHA)

Our Commitment

The District of Columbia Housing Authority (DCHA) is committed to providing equal access to its programs, services, and digital resources for all individuals, including applicants, residents, and community members with disabilities. We strive to ensure that our public website and online services are fully accessible and compliant with Title II of the Americans with Disabilities Act (ADA) and the Web Content Accessibility Guidelines (WCAG) 2.1 Level AA standards.

Testing, Evaluation, and Remediation Methodology

To ensure a robust and authentic accessible experience, DCHA conducted comprehensive accessibility evaluations across the digital platform, focusing specifically on our most-visited and critical public-facing pages and user workflows.

Our evaluation methodology included rigorous manual and assistive technology testing:

  • Screen Reader Evaluation: Manual testing conducted using leading screen reader technologies (including JAWS and NVDA) to verify structural markup, form controls, dynamic updates, and alternative text clarity.
  • Screen Magnification Testing: Manual inspection using screen magnifiers to ensure low-vision readability, responsive layout scaling without loss of content or functionality, and high-contrast compliance.
  • Keyboard Navigation Audits: Complete keyboard-only traversal testing to ensure logical focus order, visible focus indicators, and operable interactive components without reliance on a mouse.

Through this process, identified accessibility barriers were thoroughly remediated to align with WCAG 2.1 Level AA criteria, ensuring seamless navigation for members of our community relying on assistive technology.

Ongoing Monitoring and Continuous Improvement

Digital accessibility is an ongoing commitment. DCHA continuously reviews and updates web content to maintain standards compliance as new features and information are published.
