Participants in the HCV program choose a home on the private rental market that they would like to lease, and DCHA conducts an inspection to ensure the house or apartment meets the Housing Quality Standards (HQS), as defined by the U.S. Department of Housing and Urban Development. The HQS criteria confirms the unit is safe and healthy for HCVP participants.
Inspections occur prior to an HCVP participant moving into their home and as part of the annual recertification process. If DCHA receives a notification from a voucher program participant social worker, advocacy group or other members of the District community, regarding concerns about housing conditions at a particular unit, or receives a notice that a property occupied by a voucher participant is subject to possible violations of local housing codes or any aspect of Housing Quality Standards, a inspection is scheduled.
HCVP participants are encouraged to first contact their dedicated Housing Specialist or Housing Program Coordinator with all inquiries, including those related to inspections.
HCVP participants who have questions regarding inspection results; need to confirm or reschedule their inspection; or would like to request a special inspection can also contact the HCVP Inspections Hotline.
The hotline is staffed by a member of the HCVP Inspections team Monday through Friday (except holidays) from 9 a.m. to 4 p.m. When the phone line is already in use or for calls made outside of normal business hours, callers will be directed to the HCVP Inspections Hotline voicemail box. Please clearly state your name, the best phone number to contact you, and the reason you are calling. DCHA will respond to your call within 48 hours of receiving the voicemail message.
