NOTICE OF COMMENT PERIOD FOR MODIFICATION OF DCHA’S ADMINISTRATIVE PLAN

The District of Columbia Housing Authority (DCHA) is providing notice of the Public Hearing and Comment Period to solicit comments on its proposed Administrative Plan (Admin Plan).

Key Changes to the Administrative Plan


Current Admin Plan Proposed Admin Plan
Calculating Rent
Requires workers’ compensation to be included if it is received on a regular, recurring basis.

Asset verification is required for assets greater than $15,000.
The following income will be excluded: workers compensation, census temp jobs less than 180 days, stimulus payments, tax refunds, gifts, in-kind donations, and lottery winnings. The following income will be counted: independent contract, day laborer, and seasonal work.

Assets under $50,000 will be excluded from rent calculations. Families may self-certify assets under $50,000.
Pulling from Waiting List
Applicants are selected by date and time of application.
Applicants will be selected by random selection so no applicant who applies late is disadvantaged. DCHA may limit the number of applications added to the waiting list during re-openings.
Eligibility Interviews & Voucher Briefings
In-person eligibility interviews are required. Families may request that this be conducted virtually.
Virtual eligibility interviews will be required. Families may request that interviews be conducted in person.
Verifying Info with DCHA
Verification documents must be dated within 60 days.
Verification documents will be accepted if they are dated within 120 days (or within a benefit year for fixed income). Asset verification will be required only for assets greater than $50,000.
Recertification
Zero income households may be required to complete recertification every 6 months.
Zero income households will not be required to recertify every 6 months.
Creating Project-Based Voucher Waiting List
There is a merged waiting list for tenant-based and project-based voucher (PBV) programs.
DCHA may create site-based PBV waiting lists. Applicants will be able to choose specific PBV properties. PBV owners may manage their own lists with DCHA approval.
Preferences
Limited elderly preference at certain sites.
Limited preferences for homeless individuals and families who are currently receiving services in a Continuum of Care and for those at risk of losing Emergency Housing Voucher (EHV) assistance.
