Leroy Clay III

In November 2019, Leroy Clay, III was appointed Associate CFO for the Economic Development and Regulation Cluster within the Office of the Chief Financial Officer of the District of Columbia. In this role, he manages the development and execution of a combined $1.5 billion operating and capital budget for 21 District agencies within the cluster including the Office of the Deputy Mayor for Planning and Economic Development, the Department of Licensing and Consumer Protection, the Department of Buildings, and the Department of Housing and Community Development.

Prior to his current position, Clay served as the Agency Fiscal Officer for the Metropolitan Police Department, where he managed the agency’s $500 million budget. He began his career at Arthur Andersen as an auditor where he primarily served clients in the real estate, hospitality, and financial services industries. His engagements included financial statement audits, audits of internal controls and compliance, due-diligence projects, IPOs, annual and quarterly SEC filings, and ad hoc consulting projects.  With more than 25 years of progressive experience in finance and accounting, Clay has developed expertise in the areas of strategic leadership, financial modeling, financial planning and analysis, internal and external auditing, business process reengineering, internal control evaluation and development, and financial accounting.

A native Washingtonian, Clay is a graduate of Howard University where he received his Bachelor of Business Administration in Accounting.
