Revitalization Plan

The DC Housing Authority’s (DCHA) Revitalization Plan is a multi-phase intensive renovation and modernization program to preserve 19 affordable housing communities.

The Revitalization Plan will include renovations to approximately 3,500 units and upgrades to building systems.

DCHA is committed to ensuring public housing residents have the same rights regardless of the change to the community’s HUD subsidy.

Phase 1 of the Revitalization Plan includes 9 communities:

$700 million in Industrial Revenue Bonds (IRBs) $70 million

To support the long-term financial health of the 19 properties, their HUD subsidy will change from traditional public housing to a site-based voucher subsidy through the Rental Assistance Demonstration (RAD) and/or Section 18 programs. Changing the subsidy provides DCHA with a more reliable income stream for the property’s operations and maintenance, and better attracts any necessary additional funding for capital needs.

As part of the Revitalization Plan, DCHA is committed to ensuring the homes remain affordable, that DCHA maintains control of the property, and that residents have the same rights in the voucher program that they had in the public housing program.

DCHA identified the 19 communities based on a comprehensive portfolio assessment. Each community is unique, though all 19 have some or all of the following characteristics:

  • Demolition is not necessary. Renovations can be completed within existing structures.
  • Capital improvements were recently completed or are currently underway. The Revitalization Plan supports these recent past investments.

 

By dedicating the Revitalization Plan funding to these 19 communities, DCHA will improve conditions for our current residents more quickly, while also creating more move-in ready units to house more District families.
