Moving to Work


DCHA is one of 126 public housing authorities selected by the U.S. Department of Housing and Urban Development (HUD) to participate in the Moving to Work (MTW) demonstration program. As an MTW agency, DCHA has greater funding and regulatory flexibility to meet local housing needs. With this flexibility, MTW agencies design and test innovative, locally designed strategies focused on achieving greater cost effectiveness, while helping customers become self-sufficient and increasing housing choices.

DCHA is dedicated to making a meaningful IMPACT (Innovation, Management, and Performance All Coming Together) in the lives of low-income families. MTW is one of the tools that allows us to address some of the District of Columbia’s affordable housing needs.

DISCUSS UPDATES TO ADMINISTRATIVE PLAN, ADMISSIONS AND CONTINUED OCCPANCY PLAN (ACOP), AND 2023 MOVING TO WORK (MTW) PLAN

The District of Columbia Housing Authority (DCHA) is providing notice of Public Hearing and Comment Period to solicit comments on updates to its Administrative Plan, Admissions and Continued Occupancy Plan (ACOP) and 2023 Moving to Work (MTW) Plan. To participate in the FY2023 MTW Plan process, please note the following:

  • The Public Hearing will take place online on Monday, March 6, 2023 at 6 p.m. To participate in the live event, please join on DCHA’s Facebook page at https://www.facebook.com/dchousing.
  • Written comments regarding the MTW Plan will be accepted through Thursday, March 16, 2023.
  • Written comments regarding the ACOP and Administrative Plan will be accepted through Friday, March 31, 2023.
  • Written comments will be accepted via email at MTW@dchousing.org.
  • Alternatively, you can mail comments to: Hanna Koerner c/o DCHA; 1133 North Capitol Street, N.E., Suite 200; Washington, D.C. 20002.
