The District of Columbia Housing Authority (DCHA) is providing notice of a Public Hearing and Comment Period to solicit comments on its proposed Fiscal Year 2026 Moving to Work (MTW) Annual Plan.

DCHA is proud to be a Moving to Work (MTW) agency. Created by Congress in 1996, DCHA joined the MTW program in 2003, becoming one of the original public housing agencies selected by the U.S. Department of Housing and Urban Development (HUD) to participate in this innovative program.

MTW AGREEMENT
The Moving to Work Agreement is the contract between DCHA and HUD that describes our responsibilities and flexibilities as a MTW agency.
DCHA signed its first MTW agreement with HUD in 2003. In 2016, Congress extended DCHA’s MTW agreement through 2028. In 2024, Congress further extended DCHA’s MTW agreement through 2038.
MTW ANNUAL PLANS
Each year, DCHA adopts an MTW Annual Plan describing the agency’s MTW programs and activities planned for the following year. This plan goes through a public comment process and includes information about operations, ongoing efforts, and any new MTW activities. HUD approves each MTW Plan annually.
MTW ANNUAL REPORTS
DCHA prepares an MTW Annual Report at the end of the year which provides updates on the agency’s MTW activities and accomplishments. Once approved by HUD, the report is made available to the public.
