The District of Columbia Housing Authority has a new deputy executive director who has a history of corporate strategic planning that fits well into the streamlined structure the executive director is creating.

DCHA Executive Director Tyrone Garrett has appointed Chelsea Johnson as Deputy Executive Director and Special Counsel for the agency. Johnson joined the agency in 2012 and prior to her appointment served as the deputy general counsel.

As deputy general counsel Johnson worked closely with the Board of Directors as well as provided legal counsel to all departments. In her role as deputy executive director she supports the executive director in his daily oversight of the agency and ensures that his vision for moving the agency forward is accomplished.  She also works directly with the general counsel to provide legal counsel to the Executive Director on various matters.

“I have great confidence that Chelsea Johnson will assist me in leading DCHA to become a better, more efficient agency that will bring positive results for our customers,” Garrett said. “Her experience in strategic planning, as well as policy and legal issues, makes this role a perfect fit.”

Johnson has direct oversight of five departments: the Housing Choice Voucher Program, Office of Audit and Compliance, Office of Fair Hearings, Office of Human Resources, and the Office of Administrative Services.

Johnson received her MBA and BS degrees from Florida A&M University and obtained her Juris Doctorate from George Washington University Law School. Her career has included a broad range of experiences spanning across various industries, including legal, policy, and business. She’s held multiple positions in corporate America at companies such as Eli Lilly Pharmaceutical, Pfizer, Office Depot, US Airways, as well as in the legal sector with the NAACP, Thompson O’Donnell, LLP and Assistant State’s Attorney for Prince George’s County.
