Williston Apartments is a 28-unit building located at 212-222 W Street NW, near Howard University. It was previously owned by private partnership, but in January 2005 the District of Columbia Housing Authority (DCHA) obtained ownership through foreclosure on an unpaid DCHA loan. This action effectively abolished the private partnership, but retains in place a pre-existing subsidy contract from the U.S. Department of Housing & Urban Development (HUD) which allows the units to be rented as affordable housing.

Both the DC Housing Finance Agency (DCHFA) and the DC Department of Housing and Community Development have provided funds for re-development expenses. At completion, the owner of the property will be a limited partnership, with a non-profit subsidiary of the DCHA as the managing general partner of the building.

The plan for Williston will:
 

  • Provide for the gut renovation of the apartments, providing 28 units of affordable housing, including 3 units constructed for wheelchair accessibility.
  • Involve project-based Section 8 assistance from HUD.
  • Provide 40 year financing through DCHFA bonds..
  • Include tax credit financing.
  • Allow 13 prior residents (relocated to allow for renovations), a priority to return provided they are in good standing with the terms of their lease.
  • Lease up to a mix of incomes, with priority for working families.
     

The renovation of Williston Apartments started in the fall of 2008 and is expected to be completed in 2009.
