Who is Eligible for HCVP?
Anyone that meets the income guidelines set by U.S. Department of Housing and Urban Development (HUD) can apply for HCVP assistance. Your combined total annual gross income is considered, and can’t exceed certain limits based on the size of your family.

Eligible participants may include low-income families, seniors and people with disabilities. You must be a U.S. citizen, although there are some non-citizens with eligible immigration status who may quality for HCVP.

How to Apply
The first step to becoming an HCVP participant is completing and submitting your application so that DCHA can determine your eligibility. 

About the Waiting List
There are many DC residents waiting to become HCVP participants. More than 25,000 people are on the waiting list for both HCVP and Public Housing assistance. However, there are some people whose circumstances increase their chances of success. These are called “selection preferences.”
