Chairman
Smith is the Founder and Director of the African American Civil
War Memorial Freedom Foundation.
His career includes 16 years on the Council of the District
of Columbia, where he dedicated himself to initiating and supporting
programs that would empower all residents to become self-sufficient.
During Dr. Smith’s tenure on the Council of the District
of Columbia, he introduced and promoted legislation creating
subsidies for housing down payments and a lottery system for
disposing of condemned and surplus District-owned housing. He
promoted improving social and living conditions in public housing.
He was sworn in as Chairman of the District of Columbia Housing
Authority Board of Commissioners by former D.C. Mayor Anthony
Williams in January 2006.
